Which of the following most accurately describes the problem?

I have just read your article Parking: 2003 space odyssey (CM10-16 April) in which you state: "June will see the launch of the British Parking Association, an official body that will lobby the government over parking issues."

The BPA has, in fact, been in existence since 1967 and has represented most organisations and companies involved in parking since then. We are an active association, producing a monthly magazine, a monthly e-zine, administering the Secured Car Parks Scheme for the Association of Chief Police Officers, writing the Code of Practice for Wheelclamping on Private Land (which was included in the Private Security Industry Act 2001), introducing educational standards for the industry, organising conferences and exhibitions, and lobbying government on behalf of our members and the general public.

The writer perhaps meant to point out that the BPA is launching the Parking Forum in June. This is an initiative by the BPA that brings together several organisations in an attempt to address and rectify specific parking-related problems. The organisations involved include the Department for Transport, Highways Agency, Road Haulage Association and Transport Research Laboratory.
