Which of the following most accurately describes the problem?

cLEARING goods through Customs and carrying out documentation does not amount to the subjection of the goods to a process, the Queen's Bench Divisional Court ruled last week when it dismissed an appeal by Baxter Hoare and Co. Ltd., shipping and forwarding agents and warchousers and packers of London S.E.

The company was convicted and fined €10 last August by Uxbridge magistrates for failing to comply with the conditions of a C licence, in that goods were carried for hire or reward.

It had been contended for the appellants that the work involved at London Airport in comparing Customs entries and getting the goods through Customs amounted to the subjection of the goods to a process, for which only a C licence was necessary, a contention which was rejected by the magistrates.
