Which of the following most accurately describes the problem?

The Royal Agricultural Society of England has taken the step of conferring with tractor manufacturers and .agricultural engineers on the question of organizing tractor trials.

The suggestion that trials are needed was made some time ago, but tractor manufacturers and, traders are of opinion that when trials are announced, farmers will . refrain from buying marhines. until the events are held. ;That is why the R.A.S.E. has suggested that, instead of trials,. 10, tractors should be tested each year by the Institute for Research in Agricultural -Engineering, the R.A.S.E, making itself responsible for the tests and publishing the results,

Such tests will be welcomed by tractor users and potential .users, but it is doubtful whether they . will • satisfy farmers to the same extent as would public trials. There is so-wide a variety of power machinery available to-day that nothing short of periodical public demonstrations can keep farmers up to date in their knowledge'f, it. , The object is not so much to demonstrate tractors, which .. are .now, well known, as to show, the way, they work with power appliances,, and it is doubt
