Which of the following most accurately describes the problem?

• Waste collection company Leigh Environmental has been reported to the Office of Fair Trading (OFT) for alleged lossleading on a contract won from Glanford Borough Council, Humberside.

Leigh was awarded the fiveyear refuse-collection contract with a bid of around £550,000; nearly £200,000 lower than the next most competitive bid.

Labour MP for Glanford and Scunthorpe Elliot Morley, who lodged the complaint with the OFT on the grounds of anti

competitive behaviour, says that he holds a copy of the borough treasurer's figures for the tender which, he claims, shows that Leigh will make a loss of £100,000 on the deal. "I've written to Leigh's chairman to ask how he can justify this bid," says Morley.

Morley has been contacted by Leigh drivers who say it has asked them to take wage cuts of up to £59 a week.
