Which of the following most accurately describes the problem?

AN investigation into the issue certain B licences to haulage co/ tractors which the Cardiff police hav been carrying out for the past si months, is now nearly complete. Th licences were alleged to have been issue at a time when a large number r operators wanted to cash in on iF transport of shale to the Spencer Stec works site at Llanwern, near Newport.

Inquiries have been going on into th . possibility that money may have bee involved. Senior members of the CIL were called in by the Ministry of Tram port -in Cardiff after they received con plaints about the number of B carrien licences. H. frisoll executive secretary of the Road Haulag Association, drew attention to the dis parity in hauliers' operating costs Wel existed within the Common Market.

Mr. Insoll presented this comparison tc the meeting and pointed out that th( British rates were based upon the R.H.A Guide. He also mentioned that, in review. ing the rates, it. should be remembered

that, owing to the small size of the Netherlands, there were few occasions fox rates covering distances over 150 miles.
