• The proposal for a single, national Licensing Authority is still "on the table", according to senior Traffic Commissioner Major-General John Carpenter.
Carpenter, who is due to retire next month, says that the idea of a chief LA, rejected by the Government following the Palmer report, is still a possibility. He says that a future government could introduce a head Traffic Commissioner with powers to overrule his colleagues.
At present, the senior LA simply advises other traffic commissioners, but has no authority to overrule them.
