Which of the following most accurately describes the problem?

THE changes the Greater London Council has made to the experimental scheme at the junction of the A4 with Northend Road are inadequate, Transport Secretary Nicholas Ridley has told MPs.

Mr Ridley said the changes had resulted from "intense pressure". It had not committed itself to restoring three lanes for use, without restriction, by traffic travelling towards central London.

He would continue to press the Council for the immediate restoration of satisfactory capacity for vehicles heading towards London without adding to the already significant accident hazards at the junction.
