Which of the following most accurately describes the problem?

• Bee-Line Roadways, Middlesbrough, have appealed against the decision of the Northern area Traffic Commissioners giving United Automobile Services Ltd permission to run services to about 30 sea and air terminals and refusing a similar application by the Bee-Line company. The appeal will be heard at Newcastle upon Tyne on June 20, Mr T. Barker, Bee-Line managing director, said he thought that United would use its licences to try to stop Bee-Line running package tours along similar routes. He thought that his firm, as well as United, should cover the routes so that the public had a choice of services.

Mr Charles Mercer, traffic manager for the United Company, claimed that Bee-Line had merely copied United's application. He added that United would object to the BeeLine application at the appeal.
