JOHN LOVILL, a member of the East Sussex County Council, has beea elected chairman of the Association of County Councils in place of John Horrell of Cambridgeshire County Council.

Mr Lovill has been chairman of the ACC's policy committee for the past two years and before that was vice-chairman. He was also chairman of the Local Authorities Conditions of Service Advisory Board for five years.
