Which of the following most accurately describes the problem?

COUNTY councillors in Shropshire are being recommended to give the go-ahead for automatic road condition warning systems on the county's 3,500 miles of highways.

The computerised scheme would involve installations at the roadside to monitor changes in temperature, surface conditions — wet or dry — and the presence in icy conditions of sufficient salt. The public tele phone system would be used to transmit data to a central station which could handle calls from 36 "out stations."

The scheme is seen as particularly useful in Shropshire which has long stretches of trunk and county roads in sparsely populated areas.

A statement from county surveyor Mr Keith Madelin said: "The use of modern computer technology in this area of the maintenance engineer's responsibilities woiuld be of great assistance in obtaining the maximum economies in winter maintenance in the face of rising costs — still ensuring to the full the safety of the travelling public."
