Which of the following most accurately describes the problem?

LONDON's South Circular Road (A205) is an "environmental nightmare", says the British Road Federation, which is launching a major campaign to improve the 21-mile route from Woolwich to Kew.

A number of proposals are outlined in a discussion pamphlet, "Time to act on the South Circular". These include: • Improvements to the existing road, especially widening of junctions • Better signing • Closing nearly 350 side streets that have direct access to the road • Land acquisition and property development.

The BRF believes that these plans could be implemented within 10 years and that they would do much to ease the congestion.
