Which of the following most accurately describes the problem?

• After a long meeting last week between Mr. J. L. Percival, managing director of Percival Brothers (Coaches) Ltd., Mr. Malcolm Tooze, town clerk of Richmond and Mr. E. H. Hodge, clerk to Richmond Rural Council, it was announced that a modified bus service between Richmond and Gunnerside and Richmond and Barnard Castle is to be operated indefinitely by Percival Brothers, who had previously threatened to withdraw due to financial losses.

Percival Brothers agreed to this concession subject to satisfactory financial arrangements being made. These have yet to be settled and are likely to be in the form of a subsidy or guarantee from the local authorities concerned.
