Which of the following most accurately describes the problem?

A reflective traffic cone made by Berger Traffic Markings is moulded in red fluorescent polythene and has a 3.25Ib plastic weight fitted to its base in order to give it a low centre of gravity and good stability. Total weight is 5.251b; height is 1.5ft.

Moulded ribs around the base tops are designed to prevent cones locking into each other when stacked.
