• If the Government were to take powers to divert heavy freight traffic from road to rail it would probably involve a costly and cumbersome bureaucratic machine and unacceptable delays to transport arrangements, thinks Mr John Peyton, the Minister for Transport Industries. He envisaged this in the Commons last week when he turned down a request by Sir Richard Thompson (Tory, Croydon South) that he should seek such powers.
It was, said Mr Peyton, better to tackle the problem of the congested road system constructively.
