Which of the following most accurately describes the problem?

APPLICAT1ON was made at Glasgow on Monday by Mr. R. MacKinlay, trading as MacKinlay's Detective Agency and Guard Services, of Hope Street, Glasgow, for five vehicles to transport cash and bullion.

Mr. M'acKinlay said that at present much of this traffic was done by private cars, some of which were hired and some supplied by their customers. This method was not satisfactory.

Mr. W. F. Quin, the Scottish Licensing Authority, asked the applicants if they would be producing customer witnesses and a list of customers willing to use the vehicles applied for. Mr. A. G. Mackenzie, for the applicants, said that for security reasons he could not do so.

Mr. Mackenzie said he would be willing to supply Mr. Quin with such information in confidence.

The applicants were then asked to. produce at the resumed hearing some letters from customers. Mr. Quin adjourned the sitting.
