Which of the following most accurately describes the problem?

MODIFICATION of the automatic gearboxes fitted to London Transport Routemaster buses has been halted—because central bus drivers object to the idea.

Routemasters automatically drop into second gear after coming to rest. But the setting was being altered so that neutral was engaged, economizing on fuel by reducing gearbox drag. No more buses will be modified—and those already changed will be restored to "second gear rest"—pending talks between LT and the union.

Drivers claim that to alter the setting is dangerous because the buses tend to roll backwards after the handbrake is released and before the drive takes up.
