Which of the following most accurately describes the problem?

RECENT events suggest that further progress with plans for the reform of the Road Haulage Association's constitution is most unlikely.

Major changes in the RHA's structure and proposals for RHA provision of commercial services were two items referred to the chairman's committee by the national council two months ago (COMMERCIAL MOTOR October 7).

But when the recommendations of the chairman's committee had been discussed at length at the November executive committee meeting no really positive action was agreed upon.

The executive discussions showed a considerable divergence of views. There was particularly strong opposition to the proposal for a nine-man management committee. This would apparently be rather like a "Cabinet", controlling the general management of all Association activities as well as the implementation of policy.

Several executive committee members objected to its authoritarian aspect; this could be expected to draw strong opposition from the areas, also.

The question of constitutional reform is to be debated by the national council on January 26 and it is therefore likely that a special meeting of the executive will take place shortly before this —perhaps in mid-January.
