Which of the following most accurately describes the problem?

• South Yorkshire Passenger Transport Executive is one of the first transport authorities to fall victim to poll tax capping and has cut support for concessionary passenger fares.

The authorities have consequently cut their support to the PTE which is to cut its spending by Vim. Some £3m will be saved by cutting support and doubling the concessionary fare for pensioners, children and the disabled from 5p to lop in all areas including Sheffield.

The increase comes at the same time as a general 5p fare rise on South Yorkshire Transport services.
