Which of the following most accurately describes the problem?

• Routiers member Bill Blaikie, recently held up at Matosinhos, near Oporto, gives this warning to drivers going to Portugal for the first time: Although the Portuguese are using T2s, trailers must meet TIR specifications; and drivers need plenty of Community Transit Forms as some borders want to have one completed.

Blaikie recommends that drivers take a GVGO, too — just in case. Routiers Driver, No 20.
