Which of the following most accurately describes the problem?

EX-SOUTHDOWN bus conductor Peter Osmond of Worthing, West Sussex, is to apply to the South-eastern Traffic Commissioners to run a bus service in direct competition with one of his previous employers.

Mr Osmond is proposing to operate a fleet of six small single-deck buses on an eightmile route between Southwick, on the outskirts of Brighton, and Worthing. He says the service would run from early morning to late evening and will complete with Southdown service 221 which runs only from 0900 hours to 16.30 hours.

With the aid of a supporting petition and a secret partner with £50,000 backing, Mr Osmond hopes to run his service without the aid of revenue support. The Southdown service is supported by Adur District Council.
