• A new approach is needed to combat fly-tipping, says a report from the Association of County Councils this week.

It claims illegal dumpers find it easy to evade the law because Waste Disposal Authorities are hampered by out-ofdate information.

The DVLC's tardy release of information is particularly damaging, says the report. "It can take from three to eight weeks at present, which prevents effective enforcement action. In the case of suspected offences, immediate access to the information is needed." The report calls for instant access to ownership information so that lorry owners and drivers can be tracked down quickly, and recommends talks between the Department of the Environment, the WDAs, the DVLC, land registry and water authorities.

Better information flow alone cannot swat the fly-tippers, the report says. The pirates must be attacked with a system of registering waste producers, licensing waste handlers and controlling licensed sites.
