Which of the following most accurately describes the problem?

THE DEPARTMENT of Transport has launched one of its biggestever road safety campaigns to try and combat the 16 deaths and 200 serious injuries that occur daily on Britain's roads.

The campaign will be headed by a series of 10 television programmes presented by Jimmy Saville called "Mind How You Go." It will be backed up by 11m copies of a DTp booklet on road safety; a BBC family guide to road safety; a nation-wide programme of local publicity, special events and demonstrations; and massive local radio back-up.
