After April 1987 the London Residuary Body, currently responsible for operating the ban and issuing exemption permits, will cease administration of the scheme. This could mean chaos for individual boroughs as they will have no choice but to carry on enforcing the legal order.

Richmond Council has volunteered to take the lead in setting up a joint committee of London Boroughs to administer the ban itself. The committee would employ a small staff to take over the issuing of exemption permits for all the Boroughs who agree to join the scheme, would be responsible for an effective enforcement and monitoring unit and would make sure the necessary signs are erected and maintained. This will result in a charge on the rates of each Borough of around 225,000-230,000.

If the London Boroughs take control they will also work out their own policy on permits so hauliers could find that the permit rules and regulations will change.
