Which of the following most accurately describes the problem?

TRANSPORT for London (TfL) has reminded hauliers that the second phase of the London lowemission zone (LEZ) will be introduced on 7 July. From that date all vehicles over 3.5 tonnes will be required to meet Euro-3 emissions standards. Trucks over 12 tonnes have had to meet this standard from 4 February.

However, TM, is giving operators of non-compliant vehicles a 28-day warning period from the date they are first seen driving in the zone, during which time they will not he issued with the £200 daily charge.
