Which of the following most accurately describes the problem?

Further to the letter by Reg C Eplett (CM 1-7 May), [too have checked tacho charts from two manufacturers and have noted time discrepancies of between 10 and 35 minutes on the 12 o'clock mark of, as he states, a "legal document".

These deviations must be taken up by the Vehicle Inspectorate or another official body as it could cause some awkward questions if a card is later examined by the VI, say after a silent check, and then the check sheet taken up by the VI at a later operator inspection.

Is a possible explanation for the errors the way the charts are printed or hole-punched at production time before being boxed?
