Which of the following most accurately describes the problem?

• Hauliers have until next week (19 May) to apply for grants to help pay for the introduction of green fuels. The Government-backed Energy Saving Trust is offering operators a £2m payout towards 50% of the extra cost of buying or converting vehicles to run on natural gas, LPG or electricity. The trust also wants operators to increase their purchasing power by forming purchasing groups to force down the prices of green trucks. Such groups would be expected to be ordering their green vehicles by the beginning of August.

Li BOC Distribution Services has ordered 10 more natural gas vehicles following the last Chancellor's decision to reduce duty on clean fuels. They will operate from the company's Hemel Hempstead depot delivering to Marks & Spencer stores in London.
