Which of the following most accurately describes the problem?

THE GOVERNMENT'S review of the signposting on main roads has been completed and changes are to be announced shortly, Junior Transport Muster Peter Bottomley said last week.

He told the Institute of Civil Engineers' conference that a key objective of the review is to i-educe accidents.

Bottomley predicted that over the next few years new trunk road improvements should save about 1,200 injury accidents a year.

He also told the conference that the Department of Transport is continuing to meet traffic demand with its road construction and maintenance levels, and insisted that over the past two years the Government has spent within one per cent and half of one per cent of its available resources for roads.

But immediately afterwards, while Bottomley watched on, ICE vice president Bill Francis said there is grave cause for concern for the stare of the nation's roads.

A backlog of maintenance work is building up, while there is "overall deterioration of the state of all categories of roads."

Infrastructure investment is very low in this country at just 1:65 per head every year. By contrast, West Germany spends over 1200. Francis pointed out.

lie also noted with concern the "noted shift of local authority resources to undergo top dressing of roads rather than more fundamental repairs".
