Which of the following most accurately describes the problem?

• Both sides of the Road Haulage Wages Council, the unions and the employers, were due to meet today, on an informal basis, to discuss its approach to the Pay Board. The Pay Board has called for early meetings with the Wages Council because, it says, it is unable to come to a decision on the Council's proposals to raise weekly pay rates by £2.40.

The employers on their own put a proposal through the Council that the wage rate of the lowest paid driver should be increased to £20.40 per week — but the increase involved would be outside the Government's limit.
