Which of the following most accurately describes the problem?

I WAS 1NTE.RESTED to see that there are plans to close both the Forth road and rail bridges next summer, for resurfacing and painting respectively The road bridge carries a vast amount of traffic but the rail bridge is little used. Surely the rail bridge should be converted into a road so as to relieve the pressure on the suspension bridge.There are several examples of railway bridges being converted to road use. One notable example is the viaduct at Newton Cap north of Bishop Auckland which was opened to road vehicles in 1995.
