Which of the following most accurately describes the problem?

FOR THE FIRST time a British Commissioner is to be in charge of EEC transport policy in Brussels when the new Commission takes office for a four-year term next month.

The appointment has been encouraged by British Prime Minister Margaret Thatcher, who, after winning a new budgetry deal for Britain, is now making transport policy and the removal of trade barriers her next target for action in Brussels.

Ex-Labour MP Stanley Clinton Davis is the man for the transport job which will also be coupled with responsibility for environmental policy.

Mrs Thatcher's other Brussels appointee (Tory Lord Cockfield) is also heading for a Commission job where decisions affecting road haulage are involved.
