Which of the following most accurately describes the problem?

The first group of foreign students to enter the Henry Ford Trade School, following its approval by the Department of Labour as an immigrant school, are 12 engineers from Czecho-Slovakia. These students, who were sent by the Government of their country to spend two years studying the Ford Co.'s activities, were admitted to the United States in spite of the fact that the immigration quota from their country had long been filled.

In a communication to the officials of the Ford Trade School, the Government of Czecho-SIovakia stressed the importance of instructing the engineers that they were sending in the operation and maintenance of tractors as well as ordinary motor vehicles. This suggestion has a direct bearing on the intensive programme which the Government of Czecho-Slovakia is conduoting in order to raise the efficiency of fanning, and in which tractors will play an important part.
