Which of the following most accurately describes the problem?

• Representatives of the Road Haulage Association met Ministry of Transport officials on Tuesday to discuss weighbridges. One of the main points raised was the lack of sufficient weighbridges. Ministry officials said they were aware of this problem and were trying to rectify it. The RHA felt there should be a greater degree of tolerance than the five per cent required by the Ministry, recommending that it should be increased to at least 10 per cent.

There was also criticism of double weighing.
