A Caerphilly haulier who ran his trucks or paraffin for four months has been kicked out of the industry for a year and a half. Glenn Baker, trading as GH Baker Transport, appeared before Welsh Traffic Commissioner David Dixon at a Port Talbot disciplinary inquiry. Baker, who operates out of Newport Docks carrying steel from the dockside to steelworks, had appeared at previous Public Inquiries in 1996 and 1998 when maintenance was the issue.

Vehicle examiner Chris Enea said that in April an artic carrying two steel coils was stopped in a check and found to have a 69% overload: the driver did not have a Class 1 licence. The tractor and trailer were given immediate prohibitions for a number of serious defects but the vehicle was then driven for 28 miles without clearance from the Vehicle Inspectorate.

One vehicle was impounded by Customs officers at Pontypool and another at Tremorfa Steelworks—the latter was not specified on Baker's 0-licence.

Paul Carless, appearing for Baker, said the overloaded vehicle had been a shunter which should not have been taken on to the public road. But traffic examiner Joseph Honeyman said there was evidence that the vehicle was used regularly on the road.

Baker agreed that he had not checked if the driver had a Class I licence and said he did not know why the vehicle had been on the public highway. "He wasn't instructed to use that vehicle," he told the TC. It was a bit of a shock."

Dixon said he had rarely seen such a high number of faults on one vehicle, and the 69% overload was the biggest he had heard of. Baker said he had bought the pa during a quiet time at Christmas.

Over four months his vehicles had 1,600 gallons and he had been fined £11 "I knew what I was doing and it blew up face," he said.

Revoking the licence and disqual Baker for 18 months, the TC said that r clear that there had been no proper cc over the business.
