Which of the following most accurately describes the problem?

• An Anglo-Italian meeting is to be held early next year to review the operation of the bilateral transport agreement between the UK and Italy, the Commons was told this week. Mr. Albert Murray, Parliamentary Secretary, Ministry of Transport, was answering questions from Mr. Joel Barnett {Lab., Heywood and Royton) about what representations the Ministry had made to the Italian and French governments about restrictions imposed on the carriage of UK goods in their countries.

Mr. Murray said the agreement with France had not yet taken effect and it would be premature to raise the matter until experience had shown whether the quota was inadequate. But when negotiating the Italian agreement, the British delegation had represented strongly that the quota was insufficient.
