Which of the following most accurately describes the problem?

The EEC commission has put forward amendments to one of its own proposals, presented to Common Market Transport Ministers a year ago.

The proposals would come into operation in cases of fuel shortage. Under the original scheme, member states were relieved of any responsibility of providing fuel to vehicles from another Common Market country, delivering goods to destinations within 50 kilometres of its border.

The amendments proposed by the Commission suggest a simplified fuel rationing system for vehicles regularly operating in border regions. They propose the provision of weekly refuelling cards.
