Which of the following most accurately describes the problem?

A REBATE of 3d. per gallon on the r-k cost of petrol for commercial users has been instituted by. the. LieutenantGovernor of the Isle of Man, Sir Geoffrey Bromet. As reported in "The Commercial Motor" dated May 5, a rebate was under consideration, in the interests of keeping down the cost of,living.

A full rebate of 9d. was thought to be impracticable. Manx operators are considering how far they can bear the extra 6d. without increasing charges.
