Which of the following most accurately describes the problem?

ANUMBER of views concerning the proposed Institute of Road Transport Engineers has appeared in various trade and technical journals, apart from announcements in the daily Press. The two which we reproduce below present several points of interest. In a leading article entitled " A New Institute," published in "Motor Commerce," dated June, that journal says:—

" A New Institute

" The latest newcomer to associations identified with motoring is the Institute of Road Transport Engineers, and the question may be asked, Is this association necessary? The answer is that those chiefly concerned are the best judges. If the road transport engineers—and we have in mind fleet operators particularly—believe their experiences, scientifically checked and collated, can be helpful to the manufacturers of vehicles, equipment and accessories the answer should be in the affirmative or at least in favour of encouraging them to have a shot at it. Quite recently we deprecated the movement to merge the A.A. and the R.A.C.: by a parity of reasoning we . might say those interested in the commercial vehicle should have this new Institute upon demand and there need not necessarily be ill feelings with such a body as the Institution of Automobile Engineers. Knowledge is power, and if this enterprise produces knowledge—of. which only the youngest of us consider the world has ample—its existence becomes. justified. We Shall watch its progress with• interest, and in the meantime a word of congratulation and encouragement may be passed to G. Mackenzie Junner who seems to have played a pioneer ioneer part part in getting things started. As the Editor of our esteemed contemporary, 'The Commercial Motor,' he must be a pretty good judge."

' Amongst its ' Trade Notes," " TheCoaching Journal" for the same month includes the following:-

"COngratulations to . Mr.

G. Mackenzie Junner, Editor of ' The Commercial Motor,' on the success so far achieved with the new Institute of Road Transport Engineers. His election to the chair of the Organizing Committee is well deserved. For, in commonparlance, the. proposed Institute was entirely his baby, and he has mothered it with great ability.

"The retention of the word Road ' in the title was cleverly manceuvred. To us it seems a sine qua non of the whole scheme."
