Which of the following most accurately describes the problem?

Keywords : Large Goods Vehicle

you may be aware that a few weeks before its expiry the DTp normally sends you a little card reminding you to renew it. Commercial Motor test driver Bryan Jarvis is a seasoned HGV holder (he's been driving lorries since 1956) who's current licence has another 13 months to go, so imagine the surprise on his face when he received one of the Dip's little reminder cards.

Although the card says: "Your Licence to drive a heavy goods vehicle will expire shortly", this is in fact code and can be translated with little difficulty to read: Dear Bryan, I know your licence doesn't expire until next year but I couldn't wait to contact you. Happy Valentine's day.
