Which of the following most accurately describes the problem?

IS THE Post Office opting out of the parcels business? This question has been posed by the Freight Transport Association in its comments to the Post Office User's Council on the PO's proposals for increases in parcels charges. The Association says that even a cursory examination of the charges show than any user could benefit from transferring business to the PO's competitors. Particularly vulnerable, says the FTA, is the short-distance urban area traffic.

The Association says that a side effect of the proposed increases could be that other national smalls carrying companies could put up their charges on other than cost grounds. Another result of the new PO scale would be that further price rises will be inevitable with metrication.
