• Proposals to reduce commercial deliveries in London and enforce the use of smaller goods vehicles has been promoted by Social Democrat leader Paddy Ashdown.

At Westminster last week he introduced a 'Freedom of the City' scheme drawn up by transport experts which includes plans to slap an extra tax on HGV drivers using roads in Central London.

Hauliers would face an extra licence charge and a selective ban would he imposed on HGV deliveries in congested areas.
