Which of the following most accurately describes the problem?

ALL 6,000 PSV operator licence holders in Britain will receive a Department of Transport Information pack to help them prepare for the transition to deregulated bus services.

The guide stresses the importance of existing road service licence holders registering services they intend to keep operating after October 26, 1986.

After that date, road service licences RSL will no longer be valid and any operators wishing to operate non-subsidised services after that must register Mine February 28, 1986.

If the RSL holder does not register his service by then, there is a danger he will lose the right to operate his service from October 26. 1986 until the transition period ends on January 26, 1987.

Between March 1 and July 31 next year, operators will only be able to change or cancel a registration of route if they have a letter or support from their county council or Passenger Transport Executive.

The Irl'E or council will only support a change it' it meets the same demand or if unforeseen circumstances make it difficult for the service to be operated as registered.

If the council or PTE refuse to support a change, the operator may ask the Traffic Commissioner to over-rule it. If he feels that the refusal is unreasonable, he may allow the registration to be changed.

After July 31, operators are fully committed to operating their registered services until February 1987 when the 42 days' notice conies into force.

The guide also explains the procedures for registration of subsidised routes — operators winning competitive tenders will still be required to register the routes with the Traffic Commissioner — and the conditions of eligibility for obtaining fuel duty rebate and transitional rural bus grant.
