Which of the following most accurately describes the problem?

A PLAN to ban lorries from an area on the Suffolk and Essex border has been shelved temporarily.

Members of Essex County Council's traffic and road safety sub-committee proposed to erect signposts on the nominated roads in the Dedham and Ardleigh area to avoid the need for hundreds of signs banning lorries. But Colchester Borough Council warned that the plan might mean building a new junction on to the A120, and there are no fluids or that.

Now the committee is to think again about the scheme.
