A COMPANY involved in a "tangled weaveof linked businesses has been refused a licence increase from five vehicles to 10, after its nominated transport manager denied he had ever worked for the compamy.

Scottish Traffic Commissioner Joan Aitken said there was "a lack of straightforwardness" over the transport manager position at Coatbridge-based Cumbria Property Developments.

The company, trading as GB Aggregates & Tipper Hire, had been called before the TC at an Edinburgh public inquiry for consideration of its application to increase its licence from five vehicles and two trailers to 15 vehicles and two trailers, after its initially nominated transport manager Mark Sneddon had written to say that he had been nominated without his knowledge.

Michael Whiteford, for the firm, said that since November 2007, Elizabeth Anderson had been the CPC holder on the licence as an interim measure.

Sneddon said he never had anything to do with the company's licence. He had received no payments from director Fiona Donaldson or the company. He worked for Martin Tipper Hire and Strathclyde Transport.

Daniel Martin said that he had been a director of Martin Tipper Hire while his son, Kenneth, was a shareholder. along with Fiona Donaldson, in Cumbria Property Developments.

She had asked him if he could get a CPC holder for that company. He from going further. approached Sneddon who agreed to he the company's transport manager until they could get a full-time CPC holder. Sneddon would visit the yard at Coatbridge because Martin Tipper Hire and Strathclyde parked tippers there.

Donaldson said the licence was granted in August 2007, but it did not start operating until the end of October. Sneddon was put on the licence as an interim measure. He never actually worked for the company because there were no vehicles at that time.

She subsequently decided he should continue as CPC holder when she became aware of his involvement with operators Strathclyde Transport, John Stewart and James Gaffney.

Cumbria Property's company secretary, Charlene Anderson, was to take the CPC examination, and if she did not pass, they would hire another full-time transport manager.

The TC said she was aware there was a "tangled weave" between businesses operated by Daniel Martin and former business associate James Gaffney. The same premises in Coatbridge had been used on various occasions. Either Daniel Martin or Mark Sneddon or both were lying to her. Warning the company about its repute, the TC said that there had been a lack of straightforwardness in the matter of professional competence.
