Which of the following most accurately describes the problem?

A DECISION on the Bottesford by-pass in Leicestershire will be made later this year, Leader of the Commons John Biffen has promised.

He told Melton Conservative MP Michael Latham that Transport Secretary David Howell was well aware of the need for the by-pass on the A52. The speed with which improvements could be carried out at Muston would depend on whether there were any objections to the vast compulsory purchase order.

Mr Biffen said work was going ahead with preparation of the scheme for a by-pass for Quorn and Mountsorrell on the A6. A revocation of the old by-pass line is also being prepared.

Transport Under Secretary Lynda Chalker said the inspector's report for the Melton Mowbray inner relief road had been received on June 7. Pointing out that it was a complex proposal in a sensitive area, she said that Mr Howell and Environment Secretary Michael Heseltine would make a joint decision "as soon, as possible."
