Transport and General Workers' Union-sponsored MPs joined Tory transport spokesman Norman Fowler in condemning the amendment.
Mr Fowler told CM that Mr Rodgers was "playing for time" during the debate and, though due to appear to defend his amendment on Thursday, had left it to Mr Horam to withdraw the controversial sub-clause.
Later a Road Haulage Association spokesman commented: "This was the most sensible thing to do — we are very pleased."
BR chief Peter Parker told CM: "We feel the original draft was too widespread. However, the proposal will be rewritten within narrower confines and resubmitted in due course.
"British Rail want trunking to enable it to give the best possible freight service," said Mr Parker.
