Which of the following most accurately describes the problem?

THE Road Transport Industry Training Board says in its second news bulletin that with the appointment of its director-general and, as announced last week, the director of training, with other senior appointments to follow shortly, it will "really be getting into business".

Next steps include hammering out details of a training grants scheme, with limited objectives, which can be brought into operation this year. A more comprehensive scheme is anticipated for the training year 1968/9.
