Which of the following most accurately describes the problem?

I ORD •CHESHAM, former junior .1--1 transport minister in the Conservative Government, asked for a pledge in the Lords On Wednesday, that the Conservative road programme would be preserved 'and carried on intact. In the debate on the Queen's Speech, he told the Labour Government that this programme was far and away the biggest ever undertaken.

Art independent peer, Lord Lucas of Chilworth, said that when the Government had thought out a real transport policy there was room in it for some measure of integration or rationalization.

"But ", he told their Lordships, "I have the unhappy feeling that what the present Government mean by integration is the curtailing of one form of transport for the benefit of another ".
