Which of the following most accurately describes the problem?

ORDERS made by the Minister of Transport, concerning the carriage of children free of charge, have been discussed at a special meeting of Lancashire and Cheshire Tramways and Transport Authorities' Council.

It was stated, at a recent meeting of Barrow-in-Furness Transport Committee, that the Minister's Orders would seriously affect the fares of children travelling on the local municipal buses, and that the matter had been referred to the Municipal Tramways and Transport Association for national action. The M.T.T.A. is stated to be opposing the Minister's Orders.
