Which of the following most accurately describes the problem?

The Carnarvorashire Police Committee has been in communication with the local authorities throughout the county, and has stated that the attention of the committee had been drawn to the number of accidents caused by motor vehicles, and that it was informed that in many districts there were no by-laws regulating vehicles plying for hire, and that in other areas where by-laws were in force the local councils did not see that they were carried out. It was suggested that no hackney carriage should be allowed to ply for hire without first being examined. Among the replies was one from Mr. A. Conally, clerk to the Llandudno Urban Council, stating that for some years his council had insisted upon all motor vehicles in respect • of –which licences were sought being examined and reported upon. The drivers werealso required to give proof of competencY, and, in addition, had to submit a certificate from a medical practitioner that they were in every respect fit to drive, and that their eyesight was good. Evidence of fitness was also required from the conductor.

The town clerk of Bangor (Mr. Pentir Williams) replied that the city council had always been particular to whom licences we granted, and was fully alive to the desirability of examining every vehicle.

• Ps-eli Council wrote expressing the view that it saw "no useful purpose in making or enforcing any by-laws relat. lug to the control of hackney carriages unless all the authorities, urban and rural, in the county take combined aottan." Quite a number of licensing authorities in various parts of the country now set. aside a definite day in the year for the examination of hackney carriages.
