• A former partner in Cardiff. based RS Transport was granted a licence in his own name when he appeared at a Cardiff public inquiry.

Robin Fowler, trading as RS Fowler Transport, applied for a new national licence for 10 vehicles and 14 trailers.

Agreeing that his former partnership had a poor maintenance record, Fowler said it had not worked financially either. He was currently operating six vehicles and 10 trailers, carrying steel, under interim authority granted in February.

The tractors all had fresh annual tests and the trailers were being checked over once a month, usually at the steelworks.

After hearing assurances about trailer maintenance, Mervyn Pugh granted a licence for eight vehicles and 10 trailers, with a condition that not more than six vehicles be specified at any one time. But he issued a serious warning and said that Fowler's record did not impress him. If any more prohibition notices were imposed that gave rise for concern, that would be it. "You must toe the line or out," he told Fowler.
